Explanation

Mipmapping ("Map inhibits pausing") is a technique where the overlay map is used to prevent turbo start from opening the fan menu prior to starting a cutscene which is immediately skip-able. First, the map button is pressed and held. Then, a few frames later, the turbo start button input is held. As long as the map is up, you cannot bring up the fan menu, so nothing occurs and you can continue to move around freely. As soon as the cutscene begins (either by walking into the trigger, or by talking to the NPC), the map disappears and the skip inputs are made, skipping the cutscene as soon as possible.

This saves frames by reducing the need to time the initial skip input for instantly-skip-able cutscenes. Without mipmapping, early inputs would cause the fan menu to rapidly open and close before hitting the cutscene trigger, and late inputs would simply waste frames.

The main downside of mipmapping is the lack of visibility caused by having the overlay map covering the screen. To avoid mistakes caused by this, it's helpful to activate mipmapping only after a straight path to the cutscene has been lined up.
